Well it depends, all beyblades are different and perform in different ways. Show him a list of some and ask him which ones interest him. I also recommend getting a stadium if he doesn’t have one already.

Yes, the launcher is not included. This is more like a "refill" on some products. The "starter" packs come with launchers. Once you have a few launchers, you don't necessarily need more, so you can buy these single tops to use with those launchers. You can also buy the launchers separately.
