Q: What is the difference between these Heavy Duty Steel Backed blades & the Heavy Duty Blades? They both say 0.012" thick. price difference negligible

Steel backed blades have a ridge on one side where you can hold them and slice with the blade side. We use them and dressmaking and tailoring. As far as I know, you cannot put them in a holder. They are not a double edged blade.

Q: Will these scratch glass, are they stainless steel?

They will not normally scratch glass. They are, as it says in the description, high carbon steel, not stainless.
