Yes, the whole lever will push down, But only about half the distance as would be covered when the 2-drop lever is pushed down (resulting in what you might consider 1/2 a flush). You will notice that when you push the 2-drop handle, both handles(levers) lower, but the 1-drop handle stops before the 2-drop handle.

Easy way to check is to look at the part that hooks into the flush lever inside the tank. Mine has two different points to plug in the flush lever, one is blue, the other green. One is made for the lever in the picture, the other for the dual push button.

Yes, but requires a compatible flush valve. 2 Stage flush valves come with a 2 stage handle. It will not make a conventional flush valve 2 stage.
