The hooks are good quality but the elastic tabs are sewn at an angle so at the bottom, it’s a good 1-1.5” off the floor, even if you mount the hooks as far down on the baseboard as possible. combine that with the stretch of the ealastic and most smalland medium size cats can squeeze underneath in the middle (my 6 and 7 lb cats can).

I bought this netting to attach to a baby gate, so our small dog would not go into mother-in-laws bedroom (cuz it isn’t housebroken.) I used zip ties to attach to the top and bottom of the gate. Works perfectly!
