If i use it to connect a 4 port pci-e x4 usb 3.0 card adapter w/ 4 dedicated 5gbps channels w/sata power will i have separate channels and speed?

This adapter will take a 16x pcie device down to a single X1 pcie. Basically any pcie device used with this adapter will be reduce to a single pcie channel. Basically if the device even works, it will be at a reduced speed. I hope that all makes sense.

can this be used for a gaming laptop?

No. There isn't enough room in a laptop for the board.

Would this fit Into a Dell optiplex 745 desktop

The StarTech.com PCIe X1 to PCIe X16 will fit in any desktop computer with an available PCIe X1 slot; however, be aware that if you have a graphics card that has a big cooling shroud, I would recommend to move the graphics card to another PCIe X16 slot on the motherboard. In addition, I would keep in mind that this adopter is about 1inch high and installing any card in it, could be a bit taller for some cards.
