Would a 3 and 5 year old enjoy this? They love bath time as it is!

Yes, my 5 year old likes them for practising her reading in the bath, handy for when she's not in the mood otherwise! I'm just about to order more, they've lasted a year or so with fairly regular but not constant use. Although I'd suggest perhaps getting 2 sets to avoid arguments over them lol. They wash off easily from the bath, even if not done straight away.

Are the bath crayons no toxic

The Munchkin Bath Time Crayons are non-toxic.

Can the plastic pens (where the crayons go in) be returned after using them?

No please dispose of the plastic after use.

Where are they manufactured?

The Munchkin Crayons are made in China.
