Can it z-fold an already half folded sheet?

Once you fold paper and then try to refold it through a folding machine, it's entirely an experimental task. Unless you purchase this folding machine and actually experiment with it, there is nobody who would be able to answer this question unless they did it themselves.

Does it fold multiple pages into one mailable piece

Yes it can but it is not an automatic process. You would have to hand-feed in the pages to get them to fold together. It will only automatically pull one sheet at a time to fold from the feed table. There is a manual bypass that you can use for this, but again you will have to hand-feed each set of pages to be folded in.

Can this machine do a french fold?

In theory yes with light enough stock. In practice the effective result is in-exact.
