Q: Is this long enough to use on a touchscreen laptop computer without pulling to stretch the cord?

We consider that these elastic lanyards is long enough to use with tablet or cell phones, and I think you should have to pull to stretch the cord to cover your whole screen if you want to use on your laptop. But 30-inch length is very long and it won't be hard to pull longer from original 8 inches. Hope this helps.
