Can this be used on fiberglass fairing (motorcycle)

It sure can. Best way to use it is with a foam pad and a rotary dual action polisher.

Can this be used safely and effectively without a DA polisher?

I've used it both ways but using it on a guitar to get the results I wanted the DA with a finishing pad worked the best. I bought the DA because I never achieved the results I wanted without it but you really need to be careful!
