Yes it does but it's a slim drive

How many 3.5 HDDs can it hold?

You can get 10 x 3.5 in there. 8 in two 4 drive cages and 2 mount to the bottom.

Does this case also come with a solid panel to replace the window side panel, or is it at least an option?

It comes with a windowed panel and a non windowed panel but no other options. You could swap side panels so the windowed side is on the other side. I couldn't find spare side panels for the case
