Can I position this in the garden and run a hose to it, or does it have to be installed at the spigot?

I installed on spigot but because of the design would see no problem attaching to a garden hose. You would certainly want to fix in such a way that the timer is off the ground.

15-80 PSI If your rain barrel has 15 psi pressure it should work but most likely not.
